Welcome to the Delhi Police Manthan 2025

The Delhi Police Manthan 2025, organized by the Delhi Police in collaboration with IIT Delhi & CyberPeace, aims to drive innovation in cybersecurity by addressing today’s most pressing digital safety issues. This event calls upon developers, engineers, cybersecurity enthusiasts, and tech-savvy individuals to build practical, high-impact solutions for a safer digital space.
Goals
  • Drive Innovation – Encourage participants to solve real-world cybersecurity issues.
  • Raise Awareness – Educate participants and the community about critical online safety concerns.
  • Enhance Public Safety – Create solutions that can improve digital security and protect vulnerable groups.
  • Foster Collaboration – Provide a platform for technologists to collaborate and create impactful solutions.
CCTNS Scheme had been conceptualized as a comprehensive and integrated system for enhancing the efficiency and effective policing at all levels and especially at the Police Station level in order to achieve the following key objectives:
Creating Centralized Databases
Creating State and Central levels databases on crime and criminals starting from FIRs.
Sharing Real-time Information
Enable easy sharing of real-time information/ intelligence across police stations, districts and States.
Prevention
Improved investigation and crime prevention.
Citizen Portals
Improved service delivery to the public/ stakeholders through Citizen Portals.
Registration
  • Dedicated portal launched.
  • Select one problem statement from three provided.
  • Teams (1–4 members).
  • Submit: concept note, PPT, prototype screenshots.
Shortlisting
  • Submissions reviewed by evaluation panel.
  • Shortlisted teams notified via portal & email.
  • Accommodation, local transport, meals provided in Delhi.
Grand Finale (IIT Delhi)
  • 2-day event (10 AM – 8 PM).
  • Teams present and demo working solutions.
  • Must showcase functionality, usability, and scalability.
  • Mentors and technical experts available.

Judging Criteria:
  • Innovation: Originality and creativity of the solution.
  • Impact: The solution’s potential to address the problem statement effectively.
  • Usability: User-friendliness and ease of implementation.
  • Technical Feasibility: How practically the solution can be implemented and scaled.
  • Presentation: Clarity and professionalism in explaining the prototype’s features and impact.
Judging Panel:
A panel of experts from cybersecurity, digital safety, and public safety fields will evaluate each prototype

All entries received will be shortlisted in the first round by a screening committee identified by NCRB & Cyber Peace Foundation.
The shortlisted entries from the first round, will be further evaluated in the final round by the Jury composed of experts from the field. The participants will be required to give a presentation (10 minutes) followed by Q&A (5mins). During this time, they will also be given the opportunity to share applications, investigative aids, videos, tools and proof of concept. The Jury will select best 3 entries as winners of Track 2 .

Integrated Cybersecurity Solution

Develop Solutions That:
- Educate the Public – Digital literacy campaign on scams with real-time alerts.
- Authenticate Communications – Secure portal/app to verify law enforcement messages.
- Support Victims – Rapid response system with banks, telecom, law enforcement.
- Strengthen Legal/Technical Framework – New laws, penalties, procedural guidelines.
- Innovative Tech Use – AI/ML to detect scam patterns and block fraud proactively.
